This error shows up when compiling a map, output by the CSG compiler. In 99.9% of cases this means you have "too many WADs"* listed in your editor:
In Hammer, in Options > Textures
In JACK, in Options > Game Configurations > Textures
Solutions:
A - use less WADs by consolidating used textures from a scattering of third-party WADs into a single WAD file
B - put the WADs in a shorter absolute path. Instead of them being in e.g.
